Job Summary:
The Environmental Engineer Permit Modeler is responsible for reviewing and performing air dispersion modeling analyses for stationary source permitting. Along with reviewing and processing of detailed technical reports received from the regulated community.
This position may be available for remote work within Arizona (2-3 days per week in the office/hoteling).

Job Duties:
• Review air quality modeling for PSD, Title V, and minor source permits.
• Review emission calculations for permit modeling.
• Collaborate with permit writers to develop model-driven permitting conditions.
• Develop and update air quality modeling guidelines for Arizona air quality permits.
• Develop and update pre-processed meteorological database for Arizona air quality permits.
• Perform air dispersion modeling supporting Arizona General Permit Program.
• Performed air dispersion modeling supporting community-based air quality monitoring and health assessment.
• Provide technical assistance to the regulated community, staff, and the public pertaining to permit modeling.
• Review federal agencies’ modeling guidelines.
Knowledge, Skills & Abilities (KSAs):
• Knowledge of atmospheric science and meteorological theory.
• State and Federal environmental regulations pertaining to air quality.
• Environmental or Chemical engineering and technology principles and practices.
• Knowledge or ability to learn Agency policies including those at the state and federal level.
• Scientific computer programming (FORTRAN, Python, R)
• Atmospheric chemical transformations, including the science and chemistry surrounding pollution reduction techniques.
• Advanced skills in mathematical modeling and quantitative analysis. Ability to develop and write technical documentation.
• Ability to understand and interpret environmental rules and statutes to determine whether permit applications or plans and reports meet the requirements or request legal interpretation for complex issues.
• Excellent interpersonal, written and oral communication skills.
• Problem-solving skills and attention to detail.
• Ability to balance, prioritize and organize multiple tasks and complete assignments by applicable deadlines.
• Ability to synthesize feedback and adjust plans accordingly.
• Ability to summarize completed tasks and recommendations to senior staff through reports. • Knowledge of State and Federal environmental regulations, environmental engineering and technology principles and practices, chemical composition, structure and properties of substances and of the chemical processes and transformations they undergo in the environment, Agency policies and processes.
Selective Preference(s):
• Bachelor’s degree in environmental engineering, chemical engineering, atmospheric chemistry/science, meteorology, environmental science, or a closely related field.
• Level 1 - 0-2 years experience
• Level 2 - 2 years’ experience, including 1 year’s experience running air dispersion models(Master’s or Doctorate degree may substitute for 2 years of experience)
• Level 3 - 5 years’ experience, including 3 years’ experience running air dispersion models (Master’s degree can substitute for 2 years of experience, Doctorate can substitute for 4 years of experience)
Engineer in Training/Fundamentals in Engineering certification required for Level 3 through the Arizona Board of Technical Registration or equivalent organization in reciprocal jurisdiction.
